I actually cant think of a reason why you would need glycerine - you got your oil, and your sugar, and I assume that you are mixing essential oils in there as well? I would first mix the sugar and the oils...
Get a large glass bowl (so it doesn't absorb the scent) or a very large plastic bag, put your sugar in there, and add you oils a drop at a time, and mix vigorously between each drop or so....then once all your scent is added, add your oil a little a time, mixing as you go until you have the right consistancy.
I guess you could add some vegetable glycerin (and most glycerin, even the one you get at the drugstore are made from vegetable sources, its a by product of soap manufacturing - and most drugstores carry it, ask the pharmacists - they will know where it is, they tend to use it to mix certain drugs)....
Anyhow, you could use it to help reduce the amount of oil left on the skin after rinsing, but frankly, the effect might be negligable depending on the oil you are using....I'd just leave it out...

When I make sugar scrubs to use for myself at home I just use sugar and water and it does the job just fine. You just add enough sugar so that it doesn't dissolve and wallah, you've got a sugar scrub for just a few cents instead of $30.
